Harold M. Koenig, M.D., is a senior partner in Martin, Blanck & Associates, Inc., a consulting firm to the health care industry and health care information management and technology companies. He is Chairman of the Board and President of The Annapolis Center for Science Based Public Policy; a non-profit foundation dedicated to promoting responsible environmental, health and safety decision-making.
On June 30, 1998, Dr. Koenig retired as Surgeon General of the Navy and Chief, Bureau of Medicine and Surgery with the permanent rank of Vice Admiral after a 32-year career in Navy Medicine. As Surgeon General he exercised day-to-day executive management and oversight of all Department of the Navy medical policies, programs, and activities. Prior to serving as Navy Surgeon General he was assigned to the Office of the Secretary of Defense where he served as a Deputy Assistant Secretary of Defense (Health Affairs).
Harold served on the Scientific Steering and Advisory Committee of the Millennium Cohort Study at the DoD Center for Deployment Health Research, the largest prospective health project in military history, designed to evaluate the long-term health effects of military service.
Dr. Koenig has also served on two corporate boards in the medical device sector and one that provides consulting services to the government on IT architecture, Command and Control systems, Anti-terrorism, Special Operations, Military infrastructure and other key areas.
He has completed four-year terms on advisory boards to the National Center for Environmental Health and the Agency for Toxic Substances and Disease Registry at the Center for Disease Control and Prevention. He served for five years, until the company was sold in March 2007, on the board of directors of DefenseWeb, a San Diego based company that that delivers customized software solutions for federal health care, well being and family readiness organizations. In September 2007 he completed a term as president of the Society of Medical Consultants to the Armed Forces.
A native of Salinas, California, Harold attended the U.S. Naval Academy, Brigham Young University and Baylor University College of Medicine. He is certified by the American Board of Pediatrics in general pediatrics and pediatric hematology-oncology, is a Diplomate of the American College of Healthcare Executives and received “The 1994 Federal Health Care Executive Award for Excellence” from the American Hospital Association.
Dr. Koenig and his wife Deena have three sons all who have served in the Navy. The Koenigs reside in Kensington, a neighborhood community of San Diego, where he is the President of the Kensington-Talmadge Community Association.
